Ukraine seeks to end the war on favourable terms, at least to avoid an unacceptable settlement with restrictions on sovereignty, recognition of territorial losses or the inevitability of renewed conflict

In 2023, Kyiv hoped to gain the necessary leverage by breaking through Russian lines in the South and threatening Crimea. But in the summer offensive, Ukraine lacked the resources, troops, and tactics to overcome well-prepared Russian defences and achieve a decisive victory. Since then, Kyiv and Washington have not shared a common vision of how to end the war on favourable terms successfully.
